PART ONE

Purpose, Scope, Legal Bases and Definitions

Purpose

ARTICLE 1 -- (1) The purpose of this Regulation is to regulate the principles regarding fields of activity, management bodies, capital limit and operation of Konya Technical University Revolving Fund Management.

Scope

ARTICLE 2 -- (1) This Regulation covers the provisions regarding the revolving fund activities of all education, research, and application units of Konya Technical University.

Legal Bases

ARTICLE 3 -- (1) This Regulation has been prepared based on the provisions of Article 2 of the Regulation on principles to be followed in the establishment of Revolving Funds in accordance with Articles 14 and 58 of the Higher Education Law dated 4/11/1981 and numbered 2547 and Article 58 of the Higher Education Law No. 2547 published in the Official Gazette numbered 18098 and dated 5/7/1983.

Definitions

ARTICLE 4 -- (1) The concepts stated in this regulation are explained as follows;

a) Management: Konya Technical University Revolving Fund Management,

b) Rector: Konya Technical University Rector,

c) University: Konya Technical University,

d) University Administrative Board: Konya Technical University Administrative Board,

e) Executive Board: Konya Technical University Revolving Fund Management Executive Board,

 

PART TWO

Fields of Activity, Managing Bodies, Spending Authority and Capital Limit

Fields of Activity

ARTICLE 5 -- (1) The management carries out the following activities, on the condition that education and the application that contributes to education activities are prioritized and the University does not disrupt the main activities:

a) To provide scientific opinions, to provide projects, research and development and similar services on issues that will be requested by natural and legal persons and organizations apart from higher education institutions,

b) To carry out all kinds of activities and services related to the fields of activity of the university such as analysis, survey, maintenance, consultancy, valuation, experiment, expertise, feasibility, photographing, mapping, calibration, control, modeling, inspection, repair, measurement, planning, programming, projecting, prototype development, synthesis, analysis, design, test, inspection, application, production and software works and services and to prepare reports on these,

c) To organize congresses, conferences, symposiums, seminars, panels and similar scientific events and to provide the services required by them,

d) To open courses, certificate and in-service training programs and to provide the services required by them,

e) To produce works and services within the scope of the fields of activity of the units by evaluating the existing physical capacity, to market the obtained products with the permission of the Rector in advance, and to open sales and exhibition places for sale,

f) To perform all kinds of printing and publishing services related to its field of activity.

Managing Bodies 

ARTICLE 6 -- (1) The Administrative Board of University is also the Administrative Board of the Management.

(2) The Administrative Board of University may establish an executive board to operate the management and delegate its authorities to the administrative board when it is deemed appropriate.

(3) Executive Board consists of five members : a vice-rector to be elected by the University Executive Board, three members to be elected among the deans, institute directors,

school directors, vocational school directors and other faculty members, and one accounting officer. The Executive Board convenes with the participation of at least three members and decisions are taken by majority votes.

Spending Authority

ARTICLE 7 -- (1) The spending authority of the management is the Rector. The rector may delegate this authority to vice-rectors, deans, institute directors, school directors, vocational school directors, directors of application and research center to the extent s/he deems appropriate.

Capital Limit

ARTICLE 8 -- (1) The capital limit of the management is 1.000,00 TL (one thousand TL).

 

PART THREE

Miscellaneous and Final Provisions

Cases where there is no provision in the regulation

ARTICLE 9 --  (1) In cases where there is no provision in this Regulation, according to the 58th Article of the Higher Education Law No. 2547, the Regulation on the Principles to be followed in the Establishment of Revolving Funds and the provisions of the legislation related to the Revolving Funds Budget and Accounting Regulation published in the Official Gazette dated 1/5/2007 and numbered 26509 are applied.

Enforcement

ARTICLE 10 -- (1) This Regulation enters into force on the date of its publication.

Execution

ARTICLE 11 -- (1) Rector of Konya Technical University executes the provisions of this Regulation.
